Caregiver Program in Canada


Canada’s Live-in Caregiver Program is a unique program under Canada’s Immigration and Refugee Protection Act. It allows someone to enter Canada on a temporary work permit, and then apply from within Canada to become a permanent resident.

To qualify under the live in caregiver program, you must meet the following:

  # A job confirmation letter from a Canadian employer.[A positive labor market opinion from Human Resource and Social Development Canada (HRSDC)]

  # A written contract with your future employer

  # Successful completion of the equivalent of Canadian secondary school. [For Filipino Applicants: You must have at least two year post high school education, in which you must have obtained at least 72 units of credit].

  # At least six months’ training, or at least one year of full-time experience (including six months with one employer) during the past three years. [For Filipino Applicants: In order for your training to be recognized, it must be taken at an institution accredited by the local education authority (TESDA).It should six months with a minimum of twenty-five hours per week in classroom lectures must have been completed as part of formal education.]

  # Good knowledge of English or French

  # A work permit before you enter Canada


A job offer and a positive Labor Market Opinion is not a guarantee that you will be issued visa and work permit. You must be able to satisfy the visa officer that you meet the requirements, especially the education, training and experience. This is where most of those who apply for the program fail.

If you don't have formal caregiver training, you must have at least one year related experience. This experience must be within the last three years from the time you filed your application.

I just heared from a friend that also lived in canada which she ready from the news papers in canada, that this year canada will not giving LMOs for new applicants due to recession and crisis they will just give priority to those that are already in canada. Is that true? i hope not...

    Please ease my mind,I am presently staying here in Saudi Arabia for 18yrs.now,and working as a Heamodialysis Nurse but due to my pending application in Canada I stopped to work 2months ago,waiting for my visa to release.
    I applied as a Live In Caregiver program tru my friend agency in Canada.My papers was submitted last June10,2009 to Canadian Embassy here in Saudi,and now I am waiting for their decision.My question is ...
    Is there any possibility to change my program as Immigrant Status?What is the chance?

Anonymous said...Good morning Mr. Apuntar, I am an employer that is hiring a live in caregiver in the Philippines. My application was refused because when my house was assessed by an assessor, there are only 3 rooms, now we have an extra room in the basement for a prospective employer. Just recently, we received the decision of the immigration that my prospective employee can't work for us because he doesnt have a room to stay. Can I make an appeal to the immigration and send a new assessment with the additional room? His application was already sent back to him. Thank you so much for your advice.

 Its been my long time dream of going to Canada and work there. This is Rhodell Dagoco. I am currently in London as a student and Working as Part time Health Care assistant in a Nursing Home. I am also a graduate of Health Aide NCII in the Philippines and had been Certified by TESDA as Caregiver. I wanted to apply in Canada as Caregiver but I don'n have any Employer yet from that country. Do you assist your applicant to find Employer in Canada? I hope I could get a positive response from you on this matter. Thank you very much!

Hi Mr. Apol Apuntar, A prospective caregiver's application of mine has just been refused as she was not able to satisfy the visa officer that she has the basic skills to perform the work - although she is a nursing aide in the Philippines. Being pregnant already at 5 months and just waiting for her has really devastated me as me and my husband have already laid out plans on her arrival as well as our son's birth. I saw on the previous postings that one should submit again another application but due to the time constraint of giving birth already by January, can we just appeal this and how? Please advise.

Apol said...You can send a letter of appeal to the Visa Office, but there is a great chance that the decision will just be confirmed, if ever you get a reply. (see this for example) My suggestion is for you to question the visa officer's decision through a Federal Court in Canada. Get help from a Canadian lawyer in your place.

Apol said...Hi Krizelle, You'll just have to wait for the letter. Processing is within 12-18 months. It is best to make a follow up only if that period lapsed.
